handling Time-barred notice

Asalam o Alekum Respected Sir, I have a question that, if any department issued a notification of transfer and that notification was not enforced for 24 to 30 months, and after such long period department suddenly enforced it and relieve the employee. The concern employee was not aware about such notification or even know it but due to non-compliance of that notification he was silent too. Then, after enforcement of such notification when employee file an appeal for stay in service Tribunal, his appeal was rejected due to Time-barred. Questions are: 1. What should employ have to do to secure his service 2. How to overcome that hindrance, time-barred? 3. Does his appeal also rejected due to time-barred like his stay? 4. Did any case file ever before in the above mentioned situation, which may be present as case study? any other suitable comments that may help the employee will be highly needed. Thanking You.
